Time of Transfer
Iowa's Time of Transfer Law (SF261) requires every home and building served by a septic system to be inspected prior to the sale or deed transfer. The law was passed by the Iowa legislature in April of 2008 and takes effect July 1, 2009.
This new ordinance will ensure failing systems are repaired as well as protect home buyers, the environment and the public health of Iowans.
All inspections must be conducted by an inspector that has been certified by the Iowa Department of Natural Resources. For details on becoming a certified inspector click here.
The Time of Transfer law may require many homebuyers or sellers to upgrade their septic system. The state offers the On-Site Wastewater Assistance Program (OSWAP), a unique low-cost financing option for septic system replacement. Request OSWAP brochures here.
